Advanced economies have slowly but surely become giant kleptocracies, whose primary goal has been to create a system of taxation that is exploitative in its distortions, to succumb to interest groups creating severely dysfunctional schools, healthcare, social security, financial repression, and war.Cash is an escape valve and the author would like to close it, lol.

First, I will say that I am a financial advisor for 27 years, having been trained in economics. I give seminars that teach about our monetary system, and the history of money. I have the utmost respect for Ken Rogoff, and thought that the work that he did with Carmen Reinhart, This Time is Different, was eye-opening in studying the prior instances of excessive debt throughout world history. If you'd like to understand why inflation is the route chosen to deal with a debt crisis over and over again throughout history, take the time to read that tome.This book, on the other hand, you should read to better understand the threat that those in power have in mind for you. In The Curse of Cash, sadly, Rogoff is an apologist for the state. I would begin my review asking a simple question - Since when are central banks engaged in/ responsible for fighting crime? At the very least, this is yet one more instance of mission creep for the Federal Reserve beyond its original mandate, having already taken on the responsibility of managing the global economy.The Curse of Cash is an argument for why the state should have more ability to control our medium of exchange (at negative real interest rates, let alone nominal interest rates, it can hardly any longer be called a store of value). He begins his argument by listing the litany of illicit uses for cash, including tax evasion, drugs, corruption of our otherwise pure politicians, human trafficking, exploitation of migrants, illegal immigration, counterfeiting, terrorism, and polishes his argument off with the fact that cash can harbor germs. The arguments presented can easily be demolished by the fact that, except for the disease argument, gold would be a better form of payment to facilitate these illicit transactions. Ironically, a ban on cash might bolster the sale and the value of gold for these purposes.All of his arguments decry the loss to government of tax revenues, seigniorage, and overall control of our money. He argues for greater ability for the government to tax, and to impose negative interest rates on the population. There is no transaction that cannot be taxed, no financial exchange that cannot be controlled. I would like readers to think about a world where all of your transactions are handled via debit/ credit card, and where your single-payer healthcare provider can see that you've eaten just a few too many candy bars this month, and maybe your health insurance premiums should be adjusted.If paying the kid next door to cut your lawn, would you have to issue him a Form1099 at the end of the transaction? Would he need to be able to accept electronic payments to even be able to perform the service? One can easily see how the larger companies would gain even more of the business to be had in the overall economy. Then, only those companies that "play nice" would be rewarded with easy terms of business. We are already beginning to see companies around the country (ie. gun stores, medical marijuana, etc.) that don't toe the government line being punished by being pushed out of banking services.We all should understand this threat, and make sure that when we vote, we elect honorable people who have no desire to control and tax our every financial transaction. It will be the end of our freedom.

Rogoff discusses negative interest rates and the move to less-cash economies along with the impacts of such policies on under-ground economies and inflation. The author challenges some of the assertions made by gold bugs.

This was somewhat hard to read. Too much content spent on this history of currency and no enough on NIRP.

I heard Rogoff interviewed on NPR (National Public Radio) and became intrigued by his book. He is a Harvard professor, former chief economist for the International Monetary Fund (IMF) and author of a bestseller on a history of financial follies. I went to Amazon and noticed that, out of 94 reviewers, 66% gave it a lowly 1 star. I looked at a number of these 1-star ratings and they seemed to be giving his book a low rating simply because they violently disagreed with what he was proposing — which is, first, the elimination of all paper bills larger than $10 or $20 and second, if that works, the subsequent elimination of all paper money (in order to then be able to impose negative interest rates). I did not purchase this book but I got it through the public library and I have read 98% of it (note comment on difficulty of reading below).REACTION OF HORRORMy initial reaction, at first (like these other 1-star raters) was one of horror. Here is why I was (initially) horrified:1. Total elimination of privacy for all monetary transactions: Currently, when I pay someone in cash, no one else knows except for the recipient. Under Rogoff’s (final) system, the smallest transaction would be recorded (by whichever bank processed my debit or credit card and thus, ultimately, by the gov.). There might be products that I want to purchase, or people I want to support, without my government knowing about it. Take pot, for example; while I have not smoked pot in decades, what if I am a pot smoker in Colorado who travels to some other state where it is still illegal and I want to purchase some?2. What about all the people OUTSIDE the USA who use US cash? Many of these people live in countries with horrible (oppressive, corrupt) governments and their only chance of escape from this oppression is through accumulation and use of US paper currency.3. What about hacking? Personally, I purchase all gasoline for my car with cash, because I have read about how the most common false purchase on anyone’s card is for purchase of gas via card.4. What about power outages (due to a hurricane, etc.)? No one would be able to buy or sell anything while the power was out.I decided to read Rogoff’s book to see what he had to say and then to grade his book, not based on whether or not I happen to agreed with him, but on whether or not what he says is interesting and whether or not he makes any good points. On the basis of these criteria I give his book 5 stars.DIFFICULT READINGFirst, a warning: This book is extremely difficult reading in places; so difficult that I could not understand certain sections and had to skip them. I am not naive in the area of banking/finance or uneducated. I read the British magazine The Economist for years and I am a Prof. of Computer Science at a major university (with an additional MA in Anthropology).An example of an incomprehensible section is “Quantitative Easing Explained”. I had wanted to understand how QE differs from simply creating more money, but could not penetrate Rogoff’s explanations. In general, the entire book reads more like a textbook for graduate students of finance/banking/macro-economics than for the average, well-educated person on the street. That said, the book is quite interesting and has convinced me that at least I personally would survive if just the first stage (eliminating all $100 bills) were implemented. I would still oppose the elimination of $20 bills and lower denominations.Second, this book is not restricted to US currency (and therefore the American reader). Throughout Rogoff discusses and compared physical currency use across multiple countries (e.g., I did not know Germans really love physical cash more than other Europeans), along with many graphs and charts (e.g., showing what percentage certain denominations represent with respect to a given country’s GDP).MAIN PURPOSE: NEGATIVE INTEREST RATESRogoff’s main purpose, in proposing elimination of all paper currency, is that he wants governments to be able to set NEGATIVE interest rates and he predicts that, under such circumstances, people would respond by acquiring and using more paper cash. If paper cash were eliminated, then people would have to accept negative interest rates.One criticism I have of this book is that Rogoff is so steeped in the milieu of bankers and economists that nowhere in his book does he take out any time to really explain why negative interest rates would be better than having a government simply engage in more infrastructure/public works to get a country out of its economic doldrums. Since Rogoff failed to give this explanation I will attempt to do so here: Imagine that an economy is limping along and that everyone is afraid to invest in new businesses and/or expansion of current businesses. There are two ways that one could stimulate that country’s economy: (1) the government taxes its wealthier citizens more and then “primes the pump” with infrastructure works, e.g. in repairing bridges/roads, expansion of airports, upgrading schools, expanded funds for education (like the GI Bill after WW II), and so on or (2) the government lowers interest rates into NEGATIVE territory.In the latter case, all those wealthy individuals, who are sitting on their cash, would be motivated to invest their cash in the market because, with negative interest rates in place, their cash would now be costing them money rather than making them money (as is the case with normal, positive interest rates).I assume that Rogoff’s main (unstated) assumption is that having those who are sitting on their cash individually decide how to invest that cash (to avoid the cost of negative interest rates) would be much more efficient (and politically easier to do) than having governments decide directly how to increase the tax burden on the wealthy and also decide where to spend those newly acquired public funds.Rogoff never discusses the above explicitly (unless he hid it in one critical sentence; which would still be ironic, since this is the first main point of his book; the other main point being that, to have negative interest rates work well requires elimination of physical cash — at least those of large denominations).Given that negative interest rates would most effectively help get a country’s economy out of the doldrums, Rogoff then attacks the one response (by that government’s citizens might take) that would counteract the positive effect of negative interest rates, which would be for those citizens with lots of money, to replace their electronic wealth with wealth being held in physical, paper cash.SOME INTERESTING SEGMENTSRogoff briefly goes through the history of coins and paper currency, as it developed across different countries, which is quite interesting. He discusses seigniorage (I term I had never heard) which is about how governments can make a lot of money due to the difference between the cost of producing a currency, in contrast to the face value placed on that currency.He also discusses past attempts at making physical cash costly to the holder of that cash. I found that quite interesting. For example, I did not know that, during the Great Depression, in the town of Wörgl, Austria, its 2000 inhabitants had to purchase stamps (costing 1% of each currency’s face value) and place them on their currency each month (for that currency to remain viable) and that this experiment ran for a year.Clearly, forcing people to buy and place stamps on their large denomination bills would act like a negative interest rate but would also be considered quite onerous in this day and age. Another approach he mentions is to place termination dates on physical currency — any $100 bill not used within some time period (indicated on the bill) would cease to have any value.Another interesting idea is that of making the rate (between physical cash and electronic cash) not be 1-to-1. (This approach is called “Eisler’s two-currency system”). Imagine that you have $100,000. Half of it is electronic (i.e. your bank account tells you that you have $50,000 in a savings account). The other half of it is physical (you have 500 $100-bills socked away in a safe somewhere). Currently, an electronic dollar is exactly equal to a physical dollar, but what if this were not the case? For each alternative to negative interest rates, Rogoff goes into great detail as to how these alternatives would affect various sectors of the economy.He does the same for negative interest rates. For example, what if we are in negative interest rate territory and I write someone a cheque for $10,000. then hat person might want to hold off cashing that cheque for as long as possible (because then I, as the writer of that cheque, would have the ongoing loss, which would resulting from holding that cash while under negative interest rates).ILLEGAL ECONOMIESRogoff goes into great detail concerning where physical cash resides (for mainly the US $100 bill and the Euro €100, €200 and €500 banknotes but other countries are considered). For US paper bills, about half are outside of the US. (Not mentioned in Rogoff’s book, but stated in wikipedia, there continue to exist $1000, $5,000 and $10,000 US high-denomination notes. There are only a little more than 300 of these $10,000 bills; ditto for $5000 bills; however, there are over 160,000 $1000 banknotes still in existence. Whenever these high-denomination notes get cashed, the Federal Reserve then destroys them).WHAT ARE $100 BILLS USED FOR?According to Rogoff, the bulk of $100 bills are used in illegal activities, such as drugs, counterfeiting, human trafficking, illegal immigration, terrorism and tax evasion. He argues that catching tax evaders will lower taxes for the rest of us and that elimination of large denomination physical cash will make transport of ill-gotten gains much more difficult. He considers and discusses alternative forms of currency that criminals might use and the difficulties these alternatives pose for criminals. He also considers use of cyber currencies (such as bitcoin and any future new versions of block-chain-based currencies).WILL IT HAPPEN?I think the US gov. is definitely going to eliminate $100 banknotes in the near future; partly due to the influence that Rogoff’s book will have on top bankers and their corresponding government officials (and this book is clearly written for these types of policy makers).While reading this book, in Nov. 2016, the Indian government eliminated both 500 and 1000 rupee notes (which are their largest denominations and worth around $7.50 and $15 respectively, so this would be equivalent to the USA banning its $10 and $20 notes).Unlike the Indian government, which developed the plan in secrecy and then sprung it on its population (Indians have about a month in which to exchange the banned bills for lower denomination currency), Rogoff argues that before the US government bans $10s and $20s, debit cards would be handed out to all poor people (many of whom currently lack bank accounts).ITS EFFECT ON MEWhat if $100 bills were eliminated? Like most Americans (as supplied by numerous tables/charts in Rogoff’s book) I carry at most $100 in my wallet, normally in $20s and $10s, with some $5s and $1s. Like most Americans, I use cash for small transactions (e.g., 7-11 stores, tips at restaurants, gas …) while I use credit or debit cards for any items over $40. Already banks (and therefore ultimately the gov.) know about all of my purchasing habits, along with my sources of income (revealed when paying taxes). If the electric grid went out, I would already be in trouble. Should I be socking away $100 bills in the case of a grid collapse? If there were a serious collapse of our electronic infrastructure it is likely that paper currency might not be accepted either. I know that doomsday preppers do not hoard cash; instead, they hoard items for bartering, such as cigarettes.CONCLUSIONAll in all, I found this book extremely thorough in its treatment of the many issues arising from elimination of physical cash and any subsequent implementation of negative interest rates. For anyone interested in these issues, this is definitely the “go-to” book to go to.

The world’s largest Hello Kitty collection!   Gunji, who lives in Japan, has 5,169 Hello Kitty items. He has Hello Kitty plush toys, crystal figures, clocks, watches, and lamps. His collection also includes a bowling pin, a toaster, a coffee maker, a motorcycle helmet, and a ukulele. If something has Hello Kitty on it, then Gunji probably owns it.   After thirty-five years of collecting, the Hello Kitty items fill Gunji’s pink house. Anytime he or his wife see something with Hello Kitty on it, they buy it. Gunji credits his family and neighbors with encouraging him to apply for the world record and helping him count all the Hello Kitty items he owns. People like to stop by and visit his collection, making his home a kind of neighborhood hangout spot. Gunji thinks looking at all of his Hello Kitty things helps them relax.   But why Hello Kitty? But Hello Kitty is much more than a cartoon character. She has been loved by generations of families, from grandparents and parents to small children. She brings people together. Hello Kitty looks simple. But she is also complicated. And maybe that is why she has remained popular for so long.    Chapter 1: Sanrio      The story of Hello Kitty begins with Shintaro Tsuji, the founder of Sanrio. He was born in 1927 in Yamanashi, Japan. Two moments from his childhood left a lasting impression on him: Once, his teacher asked him to help give out food and clothing to people in the town who had none. He was struck by how happy other people were to receive things that seemed so simple to him. Another time, he gave some of his trading cards to a boy he knew. The boy was delighted, and Tsuji realized that even small gifts can bring great joy. He understood how easy it could be to make someone happy.   Tsuji’s life changed when he was a young teenager and his mother passed away. He drifted into the world of books. He loved poetry and literature, especially the magical world of Greek mythology.   Tsuji went to college and studied chemistry. After graduating, he got a job with the local government. In August 1960, he quit his job and started his own business, the Yamanashi Silk Center.   Tsuji and his employees traveled around Japan, selling silk items from his home state of Yamanashi. In 1962, the company decided to sell rubber beach sandals, too. Many businesses sold these, so Tsuji tried to make his different by putting a small flower on each. The sandals sold well. The company even received orders from outside Japan! Tsuji tried putting strawberry designs on other usually plain products, like wallets and slippers. And these things were also successful. He realized that just by adding a simple decoration to something so ordinary, he could increase sales.   Tsuji hired artists to draw characters to put on his items. He also tried to sell some American items in Japan, such as Barbie dolls and Hallmark cards. Neither was successful, though. The Barbie dolls were too expensive, and the Hallmark cards had American designs that didn’t appeal to Japanese customers.   The failures of these projects taught Tsuji to focus on things that were right for the Japanese market. He thought that the company should sell small gifts that people could give one another to show friendship, not just for special occasions. He didn’t want them to be too inexpensive. But if they cost too much, people might not buy them at all. He finally settled on items that he believed schoolchildren could afford to buy and give to their friends.   Tsuji’s first store was called Shinjuku Gift Gate. It opened in Tokyo, Japan, in 1971.   Tsuji decided the company might need a new name: something easy to say and remember. He thought it should be appealing and yet have a deeper meaning. He remembered how the world’s three earliest great civilizations were established on rivers: Babylon began near the Tigris River, Egypt along the Nile River, and China on the Yellow River. He decided to use the concepts of “three” and “river” for his store’s name. San is the way to spell the Japanese and Chinese word for three using the Western alphabet. Río is the Spanish word for river. In 1973, the company officially changed its name to Sanrio.   Another major change was just around the corner for Sanrio: the introduction of their biggest star.   Chapter 2: Hello, Hello Kitty      Throughout the 1960s, Tsuji had paid well-known cartoonists to use their characters on Sanrio products. But he wanted Sanrio to create its own characters. He wanted to have his own designers.   Tsuji didn’t want Sanrio gifts to be too expensive. He wanted kids to be able to buy them as small treats. That meant he needed designs that would appeal to young people. Tsuji had had success by putting strawberry designs on products. Then he tried cherries—but no one bought those items! He realized it was time to try something new. All children seemed to like animals, so he suggested that his artists draw animal characters. Tsuji knew from talking to kids that their favorite animals were dogs, cats, and bears. But Snoopy, the dog from the Peanuts comic strip, was already very popular in Japan. So was Winnie-the-Pooh, the British bear. That left cats. Tsuji thought a cat might be a successful character.   The Sanrio designers worked hard to create new characters. They drew a bunny and mouse pair named Bunny and Matty. They also created two friends named Patty and Jimmy. They looked fine, but they didn’t become very popular for Sanrio.   Then in 1974, one designer brought Tsuji a new drawing of a character she called Kitty White. Kitty White had a very large head and a small body. She had a yellow nose, two black dots for eyes, and a red bow tilted over her left ear. She wore blue overalls and sat sideways with her face turned toward viewers. There was a small bottle of milk with a straw next to her on one side and a fishbowl with a red fish on her other side.   Tsuji thought the drawing was “just okay” but decided they would use it anyway. He didn’t expect it to be something special.   The drawing of Kitty White appeared on a see-through coin purse in 1975, with “Hello!” printed in red letters above her. Hello was written in English because British words and styles were very popular in Japan at that time. The coin purse cost 240 Japanese yen. That would have been less than one US dollar. It was something kids could easily afford to buy.   The coin purse sold well. Sanrio made more products with Hello Kitty on them. In most of the drawings, she was shown sitting in the same sideways pose, her face turned forward. But in others, she had different items and wore different clothes.   What made Hello Kitty so successful? Of course, she was cute. But there was something else: She was in the right place at the right time.   In the early 1970s, young girls in Japan began to change their handwriting. They started to exaggerate the roundness of the characters they wrote and added little touches to them, such as hearts and flowers. When asked why they liked writing that way, they said they thought it looked “cute.”   Japanese kids, especially middle-school and high-school girls, began to use the word kawaii (say: KUH-why-i) to describe anything cute. Kawaii came from the words kawayushi and kawayui, which mainly means “shy or embarrassed” but also “small, pitiful, darling, lovable.” Kawaii became a style. Wearing childish clothes or speaking in baby talk was considered kawaii.   Hello Kitty was the perfect kawaii creation. She was round and soft. She had short arms and legs. She looked like she might need a bit of help. She was like a baby animal. People wanted to take care of her. An ordinary product, like a notepad, became kawaii with a picture of Hello Kitty on it.    There was another important reason why Hello Kitty became such a success in the early 1970s: Japan’s economy was growing at that time. Businesses were doing well. People had money to spend on extras. Parents gave their children allowances to buy whatever they liked. Grandparents gave kids money on holidays or birthdays. Many Japanese children in the 1970s could easily afford to buy a Hello Kitty item.   Sanrio made more products with Hello Kitty on them: clocks, dolls, and other small toys. Hello Kitty began to wear different clothes, and she sometimes stood and faced fully forward. The new Hello Kitty products sold well. Sanrio doubled its sales in 1975.   Tsuji called the land where all of his characters lived the Strawberry Kingdom. The company began to publish Strawberry News, a magazine about Sanrio characters. Fans learned about new Hello Kitty products, where they could buy them, and how to enter contests. They wrote letters to the magazine about how much they loved Hello Kitty.   A Sanrio tradition also started in 1975. A sales clerk at a Sanrio store was wrapping up a gift for a customer. She wanted to add a little something to the package. She noticed a small Hello Kitty bell on the store Christmas tree and tied it onto the customer’s package. The customer was delighted. The sales clerk began to add small bells to all of their customers’ packages.   Tsuji heard about this and thought it was a wonderful idea. It truly fit in with the company’s “small gift, big smile” belief. He told all Sanrio stores to start adding tiny ornaments—or trinkets—to their customers’ purchases. The tradition still continues today, and Sanrio fans look forward to receiving their small, collectible souvenirs.    In 1976, other companies began to pay Sanrio a fee to put the Hello Kitty character on their products. Now there were even more Hello Kitty things to buy. Sanrio’s sales doubled again.   Hello Kitty was a success. But who was she?

I just finished reading Making the Case last night and could hardly wait to tell you what a fine piece or writing it is. For the first time I have a deep understanding of the law, what it is, how it got to be what it is, and how it hopefully should work in a democracy. The book should be required reading for anyone who offers an opinion of the law.Sometimes I did have to struggle with some of the more "lawyerish" elements, but I never felt lost or abandoned.Certainly a major work of its kind.
